Progress Underway - November 2024 Referendum
Thanks to voters approving question one of the November 2024 referendum, Cook County Schools is investing approximately $24.18 million in key improvements to our K-12 school building and grounds, including renovated classroom spaces, additional flex space, and security improvements.
Construction Timeline
December 2024 - January 2025 | Schematic Design Phase
The design team officially started schematic design, developing early concepts illustrating how the new and improved spaces will look and function. This phase focuses on aligning the project vision with community priorities.
January 2025 - March 2025 | 30-40 User Group Meetings
Extensive engagement with staff, teachers, students, administrators, board members, the Project Oversight Committee (POC), and representatives from the Grand Portage Community provided valuable feedback. These conversations helped shape design decisions to ensure the facilities meet educational, cultural, and community needs.
February 2025 | Bond Rating Awarded
The district received an excellent bond rating for the referendum projects, reflecting financial stability and community support. An excellent bond rating means the district can borrow at lower interest rates, saving taxpayers money and ensuring more dollars go directly into school improvements instead of interest costs. It reflects strong financial management and benefits the whole community.
February 2025 - July 2025 | Design Development Phase
Here, we take the initial ideas and add more detail. Floor plans, building systems, and finishes are refined so you can better see how the project will come together. Materials and costs were reviewed to ensure the design fits the referendum budget and expectations.
August 2025 - October 2025 | Construction Document Phase
This is where the design is finalized and turned into a detailed set of instructions for the contractor. These documents include all the drawings and specifications needed to build the project exactly as planned.
October 2025 | Construction Documents Completed
Construction documents are completed and ready for public bid. They are detailed drawings and written specifications that contractors will use to bid, permit, and build the project.
October 2025 - November 2025 | Bidding Phase
The bidding phase is a transparent, competitive process where qualified contractors submit proposals. Since taxpayer dollars are used, laws ensure fairness, and the district selects the lowest responsible bidder to deliver quality work at the best value.
January 2026 - May 2026 | Permitting and Planning
The construction manager, ICS, works with local and state agencies to secure the required permits, review safety and compliance standards, and finalize logistics for a smooth groundbreaking.
May 2026 | Groundbreaking Ceremony
This marks the start of construction. Please stay tuned for details of the ceremony and join the celebration.
Late Fall 2027 | Construction Completed
Construction is anticipated to be finished, and students, staff, and the community will gain access to new and improved learning environments designed to serve generations to come.
